Adding a disclaimer doesn't change the fact that the summary is not a quote, and lack of one is better than a copy.

I'd say remove or rewrite it.

I saw this notice being used on pages with plagiarism issues. "[This description was copied in violation of our Plagiarism policy. Please replace it with original writing.]" I could sub that in.

I was going to push for no action until I got a response from Rise from Your Grave, but it appeared my second course of action was Ninja'd.

I believe it's best to remove the written on-page notice and add a commented out note at the top of the page with your suggestion. Should I still send a Plagiarism notifer to the troper that added it?

Copying and pasting text isn't allowed. Any text that is copied (other than as a direct quote) should be removed. Including a copyright notice is not an acceptable alternative.
