No, you can just go ahead and create it. Just make sure it has enough content that it's not considered to be a stub.
I've never created a moments page, so Imma hijack this thread to ask what counts as enough content. Would three bullets be enough?

Moments pages can stay afloat with only one example, but most people tend to add three or more just in case any of them are cut for misuse. It's work pages and recap pages that need at least three examples to not be cut.

Because I am fairly new at this wiki, I have a question regarding creating new pages: if the page for a work on this wiki lacks a certain subpage (for example, a Funny page, or Recap page), do you need permission first before creating that respective page?
