For investigative reasons, since it is easier to interrogate a suspect if there are two people of different sexes? Or is it due to Edwin's internalized homophobia that makes him feel or ''wish'' he had been born a woman? InUniverse, Niko asks Edwin why his human disguise is a woman but she receives no answer.
