Once you learn and understand the game's limits (like how Pikachu's AI only responds to key words which are highlighted in red; something that Youtubers and reviewers alike tend to gloss over to make the game seem worse than it really is), it can legitimately be a pretty fun and casual experience.
My recommendation to get the best experience possible out of this title would be to not play with any set goals in mind; Hey You Pikachu is a simple, open exploration game where you're ultimately just here to spend a day with your zappy pal and mess around. Once you get past the prologue the game opens up tremendously and you're given a lot more freedom to do whatever you want, whether it be go fishing, do quizzes, go treasure hunting, or even just go on a field trip and explore the open, verdant fields.
