Representing himself at trial to get his views out, Rook manages to get acquitted and [[TheRevolutionWillNotBeVillified keeps his movement going]] before Detective Benson goes to arrest him. Turning the tables, Rook sets a trap for Stabler where he tries to force him to torture Benson at risk of a bomb exploding only to reveal Benson was never in danger and her screams were prerecorded, [[SecretTestOfCharacter congratulating Stabler on being a "human being" for refusing]]. Rook proceeds to flee, with the [[UncertainDoom assumption being he drowns in the river]], but the strong possibility remaining he manages to escape justice entirely after [[TheBadGuyWins proving the points he wishes]].
5* ''Series/GortimerGibbonsLifeOnNormalStreet'''s "The Mystery of the Marlow Mansion": [[WickedCultured Raymond Bloodstone]] is a [[MasterActor renowned and extremely skilled actor]] and thief existing within the novels of famous mystery author Polly Marlow. When Gortimer Gibbons plays the role of the character, and a thunderstorm [[LostInCharacter traps in Gortimer his role]], Raymond would study his host's body and life in order to masterfully impersonate him, convince Gortimer's friends that he was unaffected by the storm, and temporarily shut down the electricity to the place to steal a golden owl from under everyone's noses, without drawing suspicion. Taking advantage of Gortimer's beloved status, Raymond would subtly use some of the accusations and the suspects' mannerisms and lines to try and incriminate them, and nearly gets away with his theft even after the others are proven innocent. When exposed, he expresses how his theft was due to wanting to be recognized for his acting skills, and gracefully accepts Ranger and Mel's praise for his masterful impersonation, taking a bow.

First assassinating beloved Emperor Argall, Thaedus unites numerous worlds to form the Coalition of Planets to fight the Empire directly. He uses the Coalition's myriad resources to create a eugenics program to produce the super soldier Allen and perfects the Scourge Virus to [[GenocideFromTheInside wipe out]] nearly the entire Viltrumite race. Learning of Mark Grayson as Invincible, he sends Allen to recruit him only to get the more powerful Nolan Grayson instead. Thaedus sends Allen and Nolan out on secret missions to recruit powerful allies and uncover ways to cripple and weaken Viltrumites. When all his preparations come to fruition, Thaedus gathers a crack team of allies and launches an assault on Viltrum directly while sending the Coalition to free conquered worlds. Ultimately, Thaedus dies in battle after he masterminds the destruction of Viltrum itself and ends the Viltrum Empire on a galactic stage.

9** [[TheConsigliere Phil Bell]] is a prominent associate of the [[IncompetenceInc Pegorino Family]] and one of its most skilled allies, serving as Jimmy Pegorino's unofficial advisor despite not sharing the Italian heritage of his peers and being one of the few people [[TheReliableOne keeping the organization afloat]]. Bell initially has Niko carry out missions on behalf of the Pegorinos, even linking him up with a fixer to carry out assassinations, and personally assists him in stealing a shipment from [[BigBad Dimitri Rascalov]]. In the Deal Ending, Bell assists Niko in surviving a drug deal botched by Dimitri, escaping with him and netting a huge profit for the crime family. In both endings, Bell chooses to leave the criminal life behind, [[KnowWhenToFoldEm cutting his losses]] and [[PetTheDog wishing Niko well]]. Shrewd, competent, and [[AffablyEvil genial]], Bell is one of the few characters in the organization to not only avoid being arrested or killed, but also parts on good terms with the protagonist in a setting filled with backstabbing and betrayal.

Separating the darkness from his apprentice Ventus to create Vanitas, Xehanort manipulated Ventus and Eraqus so that the former would clash with Vanitas and forge the χ-blade, and organized the latter's death to mold Terra into a vessel for him to possess. His initial plan foiled, Xehanort usurped Ansem the Wise, and used his Heartless and Nobody — Ansem and Xemnas — to create a Kingdom Hearts of worlds and an organization of vessels respectively. Xehanort even used time travel to have his younger self gather backup vessels in case he failed. Upon his revival, Xehanort pushes Sora into succumbing to darkness, nearly molding him into becoming his thirteenth vessel. Successfully orchestrating a second Keyblade War by threatening the Princesses of Heart, Xehanort seemingly kills Kairi to bait Sora into clashing with him to forge the χ-blade. [[NearVillainVictory Despite succeeding in starting the purge of the worlds]], Xehanort chooses to accept defeat upon being mortally wounded, and [[VillainRespect passes the χ-blade to Sora]] before peacefully departing to the afterlife with Eraqus.
