Not all ki attacks are the same. Makankosappo needs a long charge up, but because of that it concentrates a lot more ki in a small spot so that it can penetrate a stronger opponent.
The long charge time was also because he was missing an arm apparently.
And Piccolo never uses the Makankosappo (that's right. I can spell it)/Special Beam Canon again in the manga, so we never really see what a normal one looks like, resulting in people assuming it always has a long charge up time.
Well, that may not be true. When he and Krillin hit Nappa towards Gohan (and Gohan promptly ran) he did fire a two handed blast that kinda looked like the SBC (Special Beam Canon), but it wasn't named.

As I've said, we've had this discussion before, but now I'm checking out places for the original transcript of that fight, and Piccolo never says losing an arm makes it slower.
In both the translation of the Manga I checked and the English sub, he simply explains that it take a long time to gather the necessary energy for it when Goku asks him if he can do it with one arm.
But we have talked about it before. I think it was Saiga who brought it up.

Piccolo states the Makankosappo is a technique he can use with only one arm, not that it's one-armed by design. It's just that him only using one (and the long charge up time) is so iconic they keep it that way at all times even though it was the specific circumstances of the Raditz fight and nothing inherent to the technique.
I think that's just one person's interpretation that got spread as fact.
