Demoscene is (not?) part of Useful Notes?

So Demoscene is this subculture for a very specific kind of art that isn't normally documented on this site — it's not usually a storytelling medium, it's primarily just to demonstrate/"demo" maximum audiovisual potential out of technical limitations (example here of a demo of the NES, basically pushing console system to its theoretical max). It has its own trope page, but does not include any examples in media, nor would it be practical to, and it solely consists of describing what it is.

I found that Demoscene was brought to the TRS in 2019, and the consensus was that by the nature of the medium, it belongs more as a Useful Notes page, and there was agreement towards moving it... and then it suddenly stopped as the conversation turned to "actually maybe we should just call for examples", only for none to manifest (again, by the nature of the subculture, it would be kind of unintuitive), and then the thread resolved without any action whatsoever.

I'm confused — was there not an agreed-upon motion to have this moved to Useful Notes? This is not a trope or narrative format, but an adjacent software development subculture of note, I'm not sure why that action wasn't taken at the very least the first time. Do we have to queue this up for the TRS again to have it moved, or is the move to Useful Notes actionable based on the motions from before that simply weren't ever acted upon?

It seems they couldn't agree if a subculture counts as an Usel Note. Maybe if we put it back on queue but now with a Wick Check we can have a consensus? That's all I've got.
