Seffie's comment makes me think that she's heard every word of it, but is simply that composed, and amused at Martellus's trials.

Heh, I like that they keep adding different aspects of My Instincts Are Showing to the various modified-animal characters.
Including Seffie?
It seems that the scheming Seffie has missed some of the finer points of diplomatic dialogue, being forced to resort to the field expedient cake, which might not work as well with creatures of the feline persuation.

Seffie, you have to introduce them slowly from opposite sides of a barrier until they don't feel threatened by seeing each others' presence.

Well, they seem pretty technologically advanced, so we can assume their civil organisation and statecraft is at least on the level of your typical agrarian society. So sure, they'll have a capital.
