Shale does surprising amounts of damage with an improvised excavation tool and can stay in the fight longer thanks to her Armor mechanic, but I suspect part of this is because Magrasea is a bit looser than reality when it comes to physics.
In any case, Shale wasn't built with combat in mind, and certainly not to stand up against 16 inch guns.
I have no idea about Pief's capabilities, but if she has long-range magical attacks, that's already an ideal counter to Shale. She does best in melee range and against physical attacks.

Macqiato has very fragile ego and struggles with her own identity as a killing machine beneath that cold, consummate mask of hers. If Charlie can get through those insecurities (and her Sniper Rifle), I think he can appeal to her repressed kindness to talk her down.
